Notice of Examination for the Civil Service Position of:  Firefighter / EMS

Notice is given that a written examination will be given by the Ravenna City Civil Service Commission for the purpose of establishing an eligibility list for future Firefighter/EMS vacancies and hirings with the City of Ravenna Fire Department.


  Applications are available and may be obtained from the law office of Attorney Timothy R. Thomas, 402 S. Chestnut Street, Ravenna, Ohio 44266. There is a $25.00 non-refundable application fee, payable upon obtaining the application to take the exam.

  Applications are available Monday through Friday during the following hours:  9:00 a.m. to 5:00 p.m. (closed 12:00 p.m. to 1:00 p.m. and legal holidays).

  To be accepted, application must be properly, legibly, and completely filled out and acknowledged by a notary public or other officer authorized under Ohio law to make acknowledgments.

  The deadline for submission of properly completed and acknowledged applications shall be Thursday, October 27, 2016, at 4:00 p.m. Any application after that date and time will not be accepted.


  The applicant must have a high school diploma or equivalent and attained the age of twenty one (21) years of age but less than forty-one (41) years of age as of November 3, 2016; must be a U.S. Citizen or have legally declared an intent to become a U.S. Citizen; possess a valid Ohio motor vehicle operator's license; can have no felony convictions of crimes of malice; must present certification of Physical Agility test from Cuyahoga Community College within the past year with a time of 4 minutes and 30 seconds (4.5 minutes) or less; and must be able to perform without limitation the physical and mental duties of a firefighter, in accordance with O.R.C. 124.42.

  If the applicant has not taken the Physical Agility Test, he/she may still be considered for the eligibility list provided he/she provides a Physical Agility Certificate to the Civil Service Commission on or before the test results being certified to the Mayor - on or before December 1, 2016.

  All applicants must have completed the requirements for and obtained a current, valid Ohio Certification of EMT/Paramedic and a 240-hour Ohio Firefighters Certification. Applicants are required to submit a true and accurate copy of their current, valid certificate with their completed application. .

Duties and Responsibilities:

   Under the general supervision of the Fire Chief; responsible for responding to fire alarms and emergency rescue calls and assisting in fighting fires; participation in fire station maintenance; engaging in training and exercise programs as required; and performing such other tasks under the supervision and control of the Fire Chief as is consistent with the position of firefighter.

Knowledge, Skills and Ability:

   Knowledge of elementary chemistry and physics; ability to apply technical firefighting principals and techniques; paramedic knowledge and skills; ability to work at various heights above ground; and ability to prepare legible handwritten reports and interpret and understand materials written in the English Language.


   Applicants who pass the test will be eligible for a 20% credit in addition to their test scores if they submit to the Civil Service Commission prior to the test a Certificate of Honorable Discharge from the U.S. Armed Forces in accordance with R.C. 124.23. Proof of same must be submitted prior to the test date. A passing grade shall be 70% or above based on the number of correct answers. Grades and scores will not be based upon a "curve".

Testing Procedures:

   The written test shall be administered at the time and place aforesaid and shall evaluate areas including but not limited to memory, reading, comprehension, understanding, spatial orientation, problem sensitivity, and report writing and observational abilities.

  Pencils and test sheets shall be provided at the site. No cell phones or any other electronic communication devices will be permitted in the test room.

  Applicants are further notified that upon passing the written exam an applicant will undergo, before hiring, additional testing, which shall include medical and psychological examinations in accordance with OAC 123:1-9-03, background investigation, oral interview and assessment with the Fire Chief and/or his Designated Captains and/or Lieutenants, the foregoing at the expense of the City and the successful passing of the foregoing shall be a condition of hire./p>

  Applicants are further notified that no examination booklets will be distributed after 6:00 p.m. on the date of the written exam and that the Chairman of the Civil Service Commission shall be responsible for the determination of the exact time, and that any applicants who have arrived and received their test booklet on time as aforesaid shall not be deprived the opportunity to take the written test.

Provisional Employees Notice:

  Notice is hereby made that any and all provisional appointees of the City of Ravenna Fire Department appointed under the provisions of O.R.C. 124.30 must take the written test and receive a passing score on the written test, exclusive of credits, to continue employment with the department, and that such appointments passing the test as aforesaid shall take precedence over the eligibility list as to hirings in accordance with the law.


  Applicants requiring or requesting an accommodation for testing must provide advance notice to the Commission no later than October 27, 2016, at 4:00 p.m. in writing in order to have such requirements or request considered.

  The Commission shall mail a letter of acknowledgment to each eligible candidate for the test no later than October 31, 2016, by regular U.S. Mail to the applicant at the address indicated on the application form.

Description of Work:

Performs a variety of semi-skilled maintenance work and operates a variety of equipment in the construction and upkeep of city streets and facilities, including the operation, repair, maintenance, and replacement of street, road, and storm drainage facilities and systems.

Essential Functions:

  • Performs various duties on construction projects which include clean and repair facilities, streets, roads, sewers, ditches, signs, and sidewalks.
  • Performs basic preventative maintenance and repair of city streets and storm drainage systems and the operation of equipment requiring highly skilled manipulation of controls and attachments in maneuvering for safe and efficient special purpose operations.
  • Participates in work crew activity or the work of other equipment operators
  • Efficiently operates City vehicles and equipment, consistent with safety and security standards, including plow/dump trucks, backhoes, heavy roller, tractors, sewer jet and vacuum.
  • Safely performs the following duties; transport materials, tow a trailer and leaf machine, plow snow, remove ice, spread salt and salt brine, mow grass, trim and chip branches, dig ditches, slope banks, set stone sewer pipes and culverts, dig out curbs, and excavate streets.
  • Makes daily inspection of assigned equipment and reports major maintenance needs and mechanical problems.
  • Establish and maintain effective working relationships with employees, other departments and the public.
  • Interact politely with those encountered in the course of the work, including pub lic officials, and the general public.
  • Ability to work steadily and quickly.
  • Periodic overtime work.
  • Other duties may be assigned.

Pay Range:  $14.98 - $19.22 per hour

This part time position may work up to twenty-four (24) hours per week, with a flexible schedule.  The selected candidate may work holidays, weekends, and all shifts to meet departmental needs.
